This possibly shows the Mancill Mill on the water works property. Frank Lees, in his caption for this image on Photo Folder 1374 in the MHAC collection, identifies it as: "Ice House, Palmer's Ice Co., at Palmer's Dam, Ridley Creek at Baltimore Pike, circa 1895."
