Leon Higginbotham, Jr., Chief Judge of the United States Court of Appeals for the Third Circuit, declining an invitation to participate in a Media NAACP panel program scheduled for Sunday November 4, 1979. He declined not out of disinterest but because he would need to disqualify himself whenever any NAACP cases came before his court.

This organization was formed in 1963, and the letterhead seems to match its original officers. (Delaware County Daily Times, March 1, 1963)

This photograph was taken by Edward V. Streeper Jr. in January 1931, and removed from one of his scrapbooks. A modern enlargement was made from his original negative, also enclosed, with a vintage print. Streeper's identifications of the buidligns shown is included in the image.
